      OK, so apparently when they say place a register and turn off papparazzi, etc. they meant do it immediately. lol'ing

      To use Register from NRAAS, you don't need to place A register, you need city hall or a computer to see the main NRAAS options. I find it easiest if there is no city hall to just buy a holo-computer, pick my settings and sell it back off if I don't intend to keep it.
