elsa and mental telepathy

i just noticed that seeing as how elsa bjergsen has a 10 in mental skills she can attempt mental telepathy. Does anyone know what this can do if anything.

It just gives your sim a moodlet or something and makes them very focused.
By doing mental telepathy it gives them a focused moodlet.
