Trait question

I have a question, I was wondering is there anyway to add traits for sims . By add I don't mean the amount of traits for my sims. What I mean is there any custom traits . I'm making a Halloween town and the not many of the current in game traits fit , evil fits , but it would be nice to have a creepy , etc . Anyone have a clue?

I've read custom traits are very difficult to make.

Poop , it's difficult to make a world that is supposed to be themed when you can't give your sims a certain trait.
