Sims not putting clothes on when outside

I noticed most of the time my sims will not put clothes on when going outside, they go outside wearing their night clothes. It may seem small but it is the little things that brings out the flaws in the system. In Sims 3 the sims did clothe themselves when going outside and it was rare for them not too.
