Downloading Store content without using the launcher?

I am having an inordinate amount of difficulty with trying to get my purchased items released recently downloaded. I haven't been in the game for awhile (maybe 2 months?) and I keep getting a "Reinstall your base game" error.
Windows update did not fix it, attempting a factory reset isn't working either. My laptop, I am keeping my fingers crossed that it is fine (since this is my main concern at this point, not as big of a deal to reinstall on my desktop if it comes down to that), it SEEMS to be patching normally.
But my laptop is wireless, which means that downloading to it is not time effective. I wanted to save the store content files to my portable hard drive and transfer from there.
Can you NOT download Store content without using the launcher anymore? I could swear there used to be a "save as" button...
