Nancy Landgraab - slumlord queen

So I built a dingy apartment complex in Oasis Springs and I want Nancy Landgraab to own it. I will not have Nancy living there, just owning it nor will I be playing Nancy. I will play my sim as a tenant. Do I make Nancy owner of the property before or after I move sims in to fill the vacancies? does it matter?

As far as I know, the game will install a random owner if you only set up tenants. So I think you have to play Nancy first and let her buy that building and then (when she already owns it!) move on to the tenants (world managing -> move in tenants).
Everytime when I only play as tenants (having them moved in as well via world map), the game has chosen a landlord by itself.

Yes that's right. There is a random landlord. He/She/Them/It will be the landlord of any apartments without a set NPC or Played owner.
