Sims 3 graphical issues

Hey all,
Recently I had to reinstall Windows and The Sims 3, upon getting the game reinstalled I started having 2 issues listed below.
Issue #1: The tool radius for the ground texture paint tool does not appear at all.
Issues #2: When using the hammer tool an explosion-style effect gets left behind and will only disappear if you go to a basement or below ground.
Has anyone else experienced this and if so how did you fix it?
Any help to fix these bugs would be greatly appreciated.
