Uni - Applying for scholarships, but can only apply to 2?

My sim is a YA, applying for scholarships to go to Uni, but she only has 2 options, that's the resident scholarship and the athletics scholarship.. She has multiple skills, she lives in a household with no funds, and yet she only get to apply to only two scholarships? Those two? Why? Every other sim I've sent to Uni has had several options to apply to, why is this sim different? Is it a bug?
My sim needs scholarships, as she has no money.
FYI she applied to Uni the same day as she's applying to scholarships, so has yet to get in, but this shouldn't be the reason why she only get's two options, as I've done this the same way before without issue.
