There's a chance that's a piece of bad CC in your packages folder (or launcher, I suppose). It's odd that it could have that effect, but it just happened to me.
Unfortunately, the Eternally Faithful reputation helps sims get away with bad romantic behavior. Not my preference, but it seems to be changeable from files I poked around in. I think minor flirts might count, though, which could explain the other issue. The related systems are far from perfect, but can be fun. o:)

Sims 4 sims are the MOST social of all. IMHO the other games are more balanced. I do think loner sims will happily interact with others they know well with a high relationship score. Is this a new family? Did the couple need their relationship built first?
