If you have Parenthood, there's a Family Planner (I think, it looks like a board with a clock). If you click on it, there is an option to set curfew. If your child is outside of the house, they will break curfew.

Mods are things that change for gameplay. Custom Conetent are clothes, hair, etc. When there is a patch, you have to change most of the mods, but not the custom content. You can have (I think) upto five folders in your Mod folder.
