For those who may encounter this issue in the future, one thing that seems to help is to save the game. It seems to reset them, so they continue to move or engage in whatever action is queued for them, instead of standing around in their frozen state. I'd really like a world with smaller lots (but more of them). I have trouble filling the huge lots! But I like to have more control over the Sims that live in my neighborhoods (i.e., I create everybody who lives there), so I'm all about the blank slate that we got with Newcrest. A few more Newcrests would be great.
