I just wanted to update this thread in case anyone else was having this issue as well as to close out the thread. I downloaded NRAAS MasterController and it has helped to clear up a lot of the corruption in the game and has made the game playable again for me. I want to add to this that you can't serve meals on the second home at all. You can only eat leftovers and have a quick meal, but cannot serve a meal (no option). In addition, this is an issue whether the lot is a houseboat or a regular residential lot- as long as it's the second home.

Thanks for the quick replies. I cleared the caches and that seemed to clear up the frozen people issue. I really doubt it's a video card driver issue, as I've been having this problem since when it was up-to-date. However I'll give it a shot. The sims on the previous playstation console sucked, it was horrible and not fun. What they need to do is make it such that it mimics the PC game, but the town can be the live world of gamers (us).
