I can place/build on any lot in Windenburg, but no other towns allow me to go to a lot in build mode and select "restaurant" from the lot menu to build. Windenburg is the only place I can build a restaurant at the moment. Is there some place I should report this other than here?

repairing and restarting didn't correct it...earlier I had to go back to a saved version from yesterday because placing the restaurants screwed the lot up and blacked the selections out which has been a bug for a long time with this game...I still can only build a restaurant on certain lots and because of the other issue…
