Honestly, I don't see the problem in showing tattoos on cleavage. Hell, they show cleavage to begin with. I think that's just about the same thing.

I think it would be better if we could place the tattoos wherever we wanted. Select a specific tattoo, decide how big it is, etc, then move it around the sims body until we find a spot we like, decide if you need to make it bigger or smaller, rotate it clockwise or counter-clockwise, and place.

Hate to point this out, but this seems completely unfeasible. The amount of programming that would have to go into this would be too much for the game to run.
