If they're an extra feature that just happens to come in a specific expansion pack, then sure... but I don't want an entire pack revolving around cars alone. It'd be a waste, in my opinion. I personally think cars should be patched in, honestly. For free.

FPS and lag issues in Sims 4 are largely the game itself. Not the PC. In some cases, it could be the PC, but the optimization is done poorly. That was the same issue with Sims 3. Of course, at least Sims 3 had open world and create a style to blame... what's Sims 4's excuse? lol
It basically limits your FPS (frame rate) to max out at 60, which is generally all you actually need for a smooth experience. It's a positive thing, because it keeps your GPU cool. Keep it on. There aren't any actual benefits to having more than 60 FPS, especially for a game like The Sims.
