I hate the fact of limited lots in a neighborhood as i am the simmer who fills up neighborhood with households to the brim. Even more hatred when Magnolia Promenade is ridiculously small... The more the merrier, they said.
I'm running my TS4 on GTX970 with 8gb RAM but i do still encounter occasional minor gameplay stuttering, especially if the household and house are big. Anyone has the same issue? I mean i'm annoyed since i'm getting stutters even though i am running on high spec.

OP, your title should be Open Neighborhood, not Open World if based on the explanation given. Though it is possible, but i believe glitches and bugs will follow. Typical issues when new things are implemented in current TS4. So, don't put your hopes for an Open Neighborhood on high grounds.

Who doesn't like CAS in TS4? It is superior compared to its predecessors. You can basically replicate any hottie like Brad Pitt and get him to woohoo with your own Sim avatar.
