I think the argument is that some players want the new urban town to be visitable and be able to live there. With that players have both options, similar to what they did in Nightlife.

I definitely agree with you. However, the good news is that you can move your families (and lots) to the bin and place them in the new urban town. Yes, I want her back! She was such a funny addition to Hot Date, and her return in Nightlife was welcomed, too. I loved her quirky, high-pitched voice and the way she used to beat my Sims with her purse.

Perhaps it does have something to do with the size of the file and thus causing it to cycle over and over again due to EA's server. I'm having the same problem! This is the only problem I've ever encountered with the game so far. I've successfully uploaded a Sim to use as my avatar, but it won't allow me to upload screenshots (even at 863 kilobytes).
