I have only received a report like this from one user. I haven't found anyone else with this particular setup that can confirm if this is 100% certain yet. I'll look into tracking down a Mac with this exact setup so that I can determine what may be going on in this particular situation.
The animals also have white 'seams'. it looks absolutely stupid.

When you say the animals have white "seams", are you referring to the white outline issue? Could you please post a screenshot? I'm just curious because the white outline issue usually does not present itself until the fluff is rendering properly and the no fluff issue has been resolved. The outline is an artifact of applying anti-aliasing to a transparent texture. I haven't had any reports of a user experiencing this while having the no fluff issue, as the anti-aliasing on a solid non-fluffy pets would perform as intended, simply smoothing the jagged artifacts instead of leaving artifacts behind when attempting to smooth a transparent texture as seen in the case with fluffy pets.
I still haven't been able to figure out why patch 1.29 did not resolve your no fluff issue. I've been trying to track down someone else with your specific card to see if they are experiencing the same problems, but I haven't found anyone yet. I unfortunately don't have an immediate solution for you, but I'll keeping trying to find someone else with the AMD Radeon HD 6750M 512MB and will add your card to the no fluff list.
ETA: This is just a re-posting of my response as it ended up getting buried a few pages back. If you have the time, I would like to further investigate and troubleshoot this situation.

Just letting this thread know the no-fluff issue has been fixed for a new set of Nvidia GPUs (possibly all) with beta driver 290.53. I have tested this on my Nvidia GeForce 7800 GTX and since this is one of the older cards (non-Physx/CUDA capable) I'd imagine the beta driver fixes most if not all of the other Nvidia cards afflicted by the issue. The driver is supported for the following graphics cards:
* 6, 7, 8, 9, 100, 200, 300, 400, and 500-series desktop series
* ION notebook GPUs.
* GeForce 8M, 9M, 100M, 200M, 300M, 400M, and 500M-series notebook GPUs.
* Quadro 5010M, 5000M, 4000M 3000M, 2000M and 1000M notebook GPUs.
* Quadro NVS-series notebook GPUs (only those that support DirectX 10 or higher).
* Quadro FX-series notebook GPUs (only those that support DirectX 10 or higher).
* NVS-series notebook GPUs (only those that support DirectX 10 or higher).
To get this driver you must go to the Nvidia driver page (http://www.nvidia.com/Download/index.aspx?lang=en-us) and look at Option 3. Select the link to the 290.53 beta driver for your operating system and machine (desktop or notebook), download and install. Make sure your game is also patched to 1.29.
Note that if the beta driver does not fix your no-fluff issue you could try the following:
1. Download and install the The Sims 3 Pets CAP Demo. Go to C:\...\The Sims 3 Create a Pet Demo\Game\Bin and right click on the file GraphicsRules.sgr. Select 'copy'.
2. Go to C:\...\The Sims 3\Game\Bin and right click in the directory to paste the file. You want to overwrite the GraphicsRules.sgr that is already there.
I suggest this because the beta driver did not fix my no-fluff issue until I overwrote my GraphicsRules.sgr file in The Sims 3 install directory with the one from CAP Demo. This is most likely because I had edited the The Sims 3's version of GraphicsRules.sgr a few weeks ago and probably messed something up. It's unlikely that if you HAVEN'T at one point edited your GraphicsRules.sgr in The Sims 3 directory that replacing it with the CAP Demo will work, because the only difference between the two files, unedited, are a couple of rules pertaining to ATI Radeon and Intel cards. However, I can't say it won't help with certainty as I haven't tested this.
Hope this helps someone out there and if any of you need clearer instructions, please ask!
Sorry I haven't been online in a few days everyone. I tripped over a cable while setting up a LAN party and horribly bruised my elbow. Typing is still pretty painful, but I wanted to get back to the thread to update things.
Is it possible for a patch to eventually fix the problem with the intel cards, or probably not?
To be honest, I'm not quite sure, but I still think that a patch could possibly resolve the no fluff issue, so I wouldn't give up hope yet. Admittedly, it is concerning that entire line of Intel graphics are affected by the no fluff issue, but I'd wait at least one more patch release before worrying that this issue may not be able to be resolved.

Unfortunately, the entire line of integrated Intel Graphics are affected despite having updated drivers, proper in-game graphics settings with advanced rendering on, and the game updated to patch 1.29. Looking at your dxdiag report I did notice that your driver is outdated with a listed date of 8/25/2010, so I recommend visiting the Intel homepage and manually checking to see what updates are available for your specific setup. At the moment, this will not fix your no fluff issue, but it is always a good idea to maintain updated drivers.

Thank you so much for posting about this very important new update concerning the remaining Nvidia cards on the no fluff list. I'm going to have to compress this info down a bit to fit on the main page under the graphics card list, and I am going to leave out the bit concerning the GraphicsRules.sgr file for now as I feel that had more to do with previously editing the file, but I will fully credit you and link back to your original post, so I hope that you do not mind these small changes. Thanks again for taking the time to post this critical information, as I am sure that it will help many simmers out there using Nvidia cards that are still experiencing this issue.
On a side note, if anyone who is able to resolve their no fluff issue through the beta driver could post a follow-up report with a confirmation screenshot, I would really appreciate it.
How do you update drivers? I have gotten to the Device Manager but the website I'm on says nothing about how to actually update drivers? The path didn't fix my no fluff issue, (ATI Mobility Radeon 3470 HD is my graphics card) and I think a driver update might help.

You need to visit the AMD homepage and manually check to see what updates are available for your specific card. It is very important to always manually check for driver updates as automatic driver detection programs often falsely report having updated drivers when they are actually outdated. A driver update will 100% resolve your no fluff issue. This is the case for all 3000/4000 Series of AMD/ATI cards.
AMD/ATI Driver Update Instructions
1. Visit the AMD homepage and click on 'Support & Drivers'.
2. Under the 'Download Drivers' heading, enter the following information:
Component Category: Notebook Graphics
Product Line: Radeon HD Series
Product Model: Mobility Radeon HD 3xxx Series
Operating System: (whichever one you are using, ex. Windows 7 - 64 Bit)
3. Click on the green 'View Results' button.
4. Click on the gray 'Download' button.
5. Locate the downloaded file and install following the onscreen instructions.
If you have the time, please post a follow-up report letting me know how it went.
ETA: Sometimes a driver update can cause your in-game graphics settings to reset. So double check to make sure that Advanced Rendering is on and that your texture detail is set to high. If you alter either of these settings, restart the game to ensure that the changes take effect.

I have a Nvidea Geforce 8400gs, (so, according to the requirements on the back cover of the sims 3 pets, it should be fine) and I had the no fluff issue. Yesterday I downloaded the latest driver for my card, and boom- I had fluff and better graphics. I recommend making sure your driver is the latest version, it might only work for mine but it's easy enough to do if you go onto Nvidea's page. I hope I can be of some assistance to Nvidea graphics card owners, my card wasn't originally on the list up there but I did have the issue. Hope this helps :-)

I just wanted to confirm that you are using the Nvidia GeForce 8400 GS (Desktop) and not the Nvidia 8400M GS (Notebook). The 8400M GS is on the list of "Graphics Cards Reported To Have Fixed The No Fluff Issue Through A Driver Update (PC)", but I do not have listed the desktop card of the same name. Just let me know, and I'll be sure to add that one too.
I have the NVIDIA GeForce 7025 / NVIDIA nForce 630a (old .. I know) And I don't have fluff .. i'm getting a new video card soon any suggestions for a card that pets have fluff :-) ?

To get this driver you must go to the Nvidia driver page (http://www.nvidia.com/Download/index.aspx?lang=en-us) and look at Option 3. Select the link to the 290.53 beta driver for your operating system and machine (desktop or notebook), download and install. Make sure your game is also patched to 1.29.
Note that if the beta driver does not fix your no-fluff issue you could try the following:
1. Download and install the The Sims 3 Pets CAP Demo. Go to C:\...\The Sims 3 Create a Pet Demo\Game\Bin and right click on the file GraphicsRules.sgr. Select 'copy'.
2. Go to C:\...\The Sims 3\Game\Bin and right click in the directory to paste the file. You want to overwrite the GraphicsRules.sgr that is already there.
I suggest this because the beta driver did not fix my no-fluff issue until I overwrote my GraphicsRules.sgr file in The Sims 3 install directory with the one from CAP Demo. This is most likely because I had edited the The Sims 3's version of GraphicsRules.sgr a few weeks ago and probably messed something up. It's unlikely that if you HAVEN'T at one point edited your GraphicsRules.sgr in The Sims 3 directory that replacing it with the CAP Demo will work, because the only difference between the two files, unedited, are a couple of rules pertaining to ATI Radeon and Intel cards. However, I can't say it won't help with certainty as I haven't tested this.
Hope this helps someone out there and if any of you need clearer instructions, please ask!
On a side note, if anyone who is able to resolve their no fluff issue through the beta driver could post a follow-up report with a confirmation screenshot, I would really appreciate it.
Also I'm on a laptop and Advanced Rendering is on.
AMD/ATI Driver Update Instructions
1. Visit the AMD homepage and click on 'Support & Drivers'.
2. Under the 'Download Drivers' heading, enter the following information:
Component Category: Notebook Graphics
Product Line: Radeon HD Series
Product Model: Mobility Radeon HD 3xxx Series
Operating System: (whichever one you are using, ex. Windows 7 - 64 Bit)
3. Click on the green 'View Results' button.
4. Click on the gray 'Download' button.
5. Locate the downloaded file and install following the onscreen instructions.
If you have the time, please post a follow-up report letting me know how it went.
ETA: Sometimes a driver update can cause your in-game graphics settings to reset. So double check to make sure that Advanced Rendering is on and that your texture detail is set to high. If you alter either of these settings, restart the game to ensure that the changes take effect.
Just thought I'd add it as you had Intel (R) HD Graphics Family and Intel (R) HD Graphics 3000, but didnt have Intel (R) HD Graphics.. I'm not even sure if not having the 3000 or Family makes a difference but hey ho
