Don't use those program. You have Ambitions & you need to install it in the new locations to work correctly, regardless what that site tells you.
Monkey installed was outdated after WA was patched.
Remove what ever you have in place, use the new way, which once in place is much easier.
The basic setup looks correct.
However, all those "package" files need to go in the Package folder.
The Sims 3 Custom Content files should go in the Downloads folder,
located in the Sims 3 folder.
Starting over, no you do not need the Monkey Helper.
Having and keeping, Monkey Bars aka Framework Installer is great.
Whether a file has a monkey face or not has no bearing on anything.
Your previous setup with package and Sims3 Custom Content files in the Mods folder was guaranteed not to work.
Edit to add: I don't know what you put in your Downloads folder,
but you sure don't want monkey faces in there.
