I have almost all my historic builds in Windenburg because of the Old Town and the countryside
(the rest of them in Henford-on-Bagley which is also awesome with the village/countryside).
I would choose Windenburg for Tudor and Henford-on-Bagley for Medieval.
Imo both have the perfect mix for a Medieval/Tudor save.
(Minus the cars ^^')
But otherwise there are no disturbing modern landmarks. (Except a few in New-old-Henford.)

But you could still use Windenburg, I think. In my game I've replaced the lots on the modern side for older looking buildings and mostly try to play in the older areas anyway. Windenburg is the largest Sim world, it has the most lots (and the ruins too!) so eliminating the modern section from gameplay still leaves a normal sized world to play with if you really wanted to use it.
I'd also say Forgotten Hollow and Glimmerbrook, but they are quite small so there wouldn't be much to work with unless you used them as extension villages to visit. Tartosa maybe would work as well, though I don't have that world, so I'm not quite sure.
Windenburg is another good option. 3 of the 4 neighbourhoods (island, old town and country side) have surroundings that feel fitting for medieval saves. Especially the island is useful because it has no decorative buildings or modern elements.
Another good option is Glimmerbrook. It is remote without any decorative buildings to determine the era.
Otherwise, if you have no real reason to limit it to just one world, I would suggest putting your primary household in either Henford, or the rural or island sections of Windenburg, but then designate some combination of Henford, Windenburg, Forgotten Hollow, and/or Tartosa as areas where you can have "neighboring villages" with non-residential lots (shops, churches, parks, etc.) that you can utilize and other households to befriend or romance.
The Crumbling Isle and the northern district in Windenburg work great for huge castles and taverns. I avoid the modern district altogether. Most of my Lords and Ladies live in Windenburg, whereas in Henford is where all me lovely commoners and some bog witches reside. I have pirates and medieval merfolk in (googles) Mua Pel'am in Sulani and then there's Forgotten Hollow where the Hunters live. Hunters as in, pale looking Sims with fangs and also those that are extremely hairy with claws.
E.g., one of these days, if I can tear myself away from my main save, I think it would be fun to do an Elder Scrolls save, in which case I would do something similar to what I described above, but add parts of Oasis Spring (Alik'r) and Sulani (Stros M'kai), etc.
Windenburg has great content, but for the world, it's too modern.
Honestly I just want a world like sims3 Dragon Valley. With all the painted in fake houses it's just not possible anymore to make a truly historical save and it's getting worse with each world they bring out.

One of my few historic builds in Henford
What keeps me from placing more historic lots in Henford are the modern objects placed almost everywhere.
Like the string lights in Bramblewood or the phone booths in Old New Henford.
That's too much of a hassle for my liking to pay attention to not have a modern object in my historic screenshots.
This is better in Windenburg.

@LeucosiaX Yes, I was thinking about Glimmerbrook too, but that is too small for my intentions of having rotational save. ItΒ΄s still definitely part of the theme tough, can serve as side story place.
@Lenny_Ogg thanks for the inspiring photos, they are beatiful! Both of those worlds looks so nice in the winter, magical.
@LiELF I agree and the small neighborhoods like Glimmerbrook and werewolf world can work as exellent extensions to this save.
@Amapola76 thoses are good ideas too, having shops and other community lots in other worlds will work very well with this. I was thinking of placing apotechary/potion shop in glimmerbrook etc.
@Boomey yes, the Knights definitely work with this theme, thanks for reminding me that they are there!
@Scrapdash I miss Dragon Valley too, it was so beautiful.
@CAPTAIN_NXR7 I love the idea of having Pirates in Sulani, I will definitely adopt that and make some in this save!
I started a challenge based on this, you can find it here if you like the theme:
