I can see a tomato plant there
A tomato plant grows about 1m tall. And that plant doesn't have any tomatoes on it, guess you could harvest it as green plant to feed to chickens and rabbits. Anyway, I don't think it is even a tomato plant, too bushy for that height. I am guessing its lovage.
Using a small greenhouse cover for the planter boxes of the game, Sims can harvest crops out of season.
Something like this:
You can actually already make several different mini greenhouses like this with roofs. As long as the eaves extend over the planter/plants it counts as being sheltered, so they grow in all seasons.
