One, community lots get aggravating fast. Townies are dressed in complete nonsense, regardless of the weather or situation.
Sims play musical chairs, stools, spots on the floor, constantly.
Random townies hold you hostage with idle chat. It ruins activities and dates.
They would have to fix these issues.
Second, I honestly just couldn't decide between more potential activities and a usable cemetery. We do have activities...
I built Gothier Green Lawns for myself and manually take graves there, but I miss that little touch of having them be a built in part of play. In the end, I voted for that bit of nostalgia.
I want them all, but I really hope we get hotels at least so our sims can go on holiday in any world. I would also really love tearooms (with a proper china tea set and tea parties) and ballrooms (with couple dancing).
You forgot the all of the above 😅😅😅😅
But I want more family fun activites more than anything. There's nothing to do at a hotel for example that you wouldn't do in your sim bedroom.
I want arcades, skateparks, those kind of group activity family fun places.
A close second would be a grocery store. I am kind of hoping EL is going to have a farmers market. If not, I would love a farmers market or a harvestable area like the Spice Festival.

1. Cemetery
2. Hotel
3. Casino
4. Grocery Store
5. Day Care
6. Tea Salon like La Dureé especially their store on the Champs Elysées
7. Skatepark
8. Ballroom
9. Ski Chalet for Winter sports (Skiing, Snow Mobile Riding, Apres Ski, Ice Fishing, etc.) Add hot springs to it and then marvelous.
10. Ice Cream Shop, Candy Store, Perfumery, Jewelry Store
I'd say the only one I don't care about is the mall. I work in one and malls are dying in real life because they have little to offer other than mindless consumerism, and food courts which serve food created by people who are indifferent to it.
Each of the above listed sites offer more interesting playability. Honestly I haven't enjoyed the retail experience in the Sims since Sims 2. You could even see Simoleans change hands.

I should have voted grocery store. I have been making lots that function as graveyards for my game but I wish I could make a grocery store. Cemetery was my first impulse when I saw the thread title though.
I wish food and death were a bit more involved though. Sure you can cook a lot of types of food but there’s no favourites and you don’t need to buy groceries. Death, you just die and turn into a ghost. What about funerals or wills/estates?
A cemetery on it's own is not really that important to me, but I really miss that the death sims still "lives on" in their alive relatives and friends, instead of just disappearing completely from everybody's memories when they go away for good. So for that reason, if the gameplay followed I would love a cemetery. Also because if your not playing the sim when they die, it can be impossible to even fiend their tombstone.
A hotel would be nice, but I would prefer being able to run it. Similar to Sims3 - Preferable even better gameplay... but that's not likely to happen in sims4...
@Lisamwitt is spot on with the description of the existing venues and I don't need more like that. I would appreciate better gameplay much more than more venues functioning like the existing ones.

It's ok to want both. You can make a lot that looks like a cemetery but it is not as good than what we had in the past. If we had a lot designation for cemetery it would likely add functionality to it. It likely would come with lot traits that would go with it. Sims would go there for more specific reasons rather than to meander through aimlessly. We might even get an NPC to go with it that caretaker the place.
As for grocery stores I would love one like what we had in Sims 2. All around the retail experience in Sims 2 was superior. The freezer cases even steamed up after a Sim opened the doors. You gave clerks Simoleans. There were fruit bins, veggie bins, dry goods shelves and shopping baskets. There was cheesy music over the speakers.

I do really like way shopping is in Sims 2. I like that you run out of groceries if you don't go, or order deliveries. There are only a few snack foods that are free from the fridge.
Nail shopping in Sims 4 could be revamped
And who knows cemeteries could be revamped really well too anyway I do hope they do it to a few more things because the bill system is going to be way better now
An Amusement park on a vacation world or a County Fair with Ferris Wheel in a farm town would be a fun addition to what we currently have. I have to admit there were to many good choices could not decide between them.
When Adult Sims go off the lot and toddlers are left on their own, we can choose to send them to daycare. The daycare doesn't physically exist in the game and this is truly disappointing!
I also think that along with becoming a teacher (which arrived in Discover Universities), we should have a Daycare Worker career as either a part-time or full-time job.
Daycares are what make the game complete in my opinion!
For the love of.... Resting place for sims! This needs to happen. Preferably in a free patch because it's a base game feature that still hasn't been added.
I definitely want cemeteries, but I want hotels/resorts more.
1) I like taking my sims on custom vacations where they "travel the sims world." I've been doing it with generic lots and pretending they're B&Bs, but an actual hotel system would make this so much more fun and realistic.
2) I love building community lots, and hotels/resorts are extra fun bc they can have so much character.
3) I don't particularly like destination worlds, since I want to be able to live in all worlds. In certain packs, like JA, it makes sense but it's still a shame to me. A hotel system would decrease the need for destination worlds.
Note on cemeteries:
Even if we don't get physical cemeteries, we better get funerals, proper mourning etc ASAP. I think cemetery lots would make more sense in TS4 if they double as destination lots for funeral "parties." Like a funeral home, town hall or mausoleum where sims can give/listen to speeches about the deceased, eat funeral food together etc. Otherwise I don't see myself using cemeteries all that much, since I can technically make a cemetery in my backyard.
Then, to combat random sims appearing there and juggling on top of the graves, maybe NPCs should only be able to visit the cemetery if they knew someone who is buried there, are attending a funeral, were invited there or if they are an occult sim (vampires and witches skulking around, waiting for victims and searching for ingredients for potions etc).
I'd like a casino so my sims can have a proper Sim Vegas wedding. I'd also like the hotel, grocery store and tea house. I have a mall in my game but a proper mall would be nice as well. It would also be nice if we got icecream, flowers, newspapers/books and lottery tickets stands like we have for foods.
This was a no brainer choice for me. I have had so many problems with urns not appearing on their lot or anywhere else for my played Sims. I have built my own cemetery for my most recent family, but it's no good if I can't find the urn to put them there. I've never played TS3, but I read there was a cemetery where all urns went automatically when a Sim died. I would LOVE that!
This was so tough. Ultimately I was torn between the hotel and the mall just because I suppose they would encompass the most, though honestly, any of these would make me happy. The Day Care would be awesome, too. Toddlers are so fun to try to keep alive.

West Edmonton Mall with all the attractions.
I'd say I'd like these all about equal

Amusement park down by a beach/boardwalk..... that's all 😑
