Youth Potion can be used if you earn enough points.
In the case of @cupcake12 having a Sim "stuck" on Adult age. Do you mean your Sim has a full age bar and does not age to Elder?
Here is a thought:
Save your game before testing this experiment.
Have your stuck Sim drink a Youth Potion.
Then make a cake (under Cook or Gourmet Cooking option) and place candles.
Have your Sim make a wish or blow out candles.
That "should" allow them to age up.
If it works ... hooray!
If not you can either play out that life stage or quit without saving and go back to where you were.
Yes @EuphorialQueen, when she aged up to adult, she immediately had a full age bar, but wasn't aging. Thanks for the help, as I believe I have 5 youth potions left (I went on a youth potion buying spree, and her husband has already used the sixth one.)

Yes she had a full bar and it said when you hovered over it that she was ready to age up, but when I went and made the cake for her to age her up it said she wasn't allowed to age yet. Then after a little bit, I looked at her age bar again and it wasn't full and said she had 11 more days before she aged up to an adult. So far it's still not full and working correctly. Now I have a question. If I have points to buy youth potion I can let my sims drink it to keep them young a little longer? Or should I only use that if they are stuck in anti-aging mode? LOL
Edit:
P.S. I don't know why I said I had him buy the cake. I had him to make the cake and I had him to put the birthday candles on it and it said she wasn't eligible to age up yet. So I had him make another cake and had her to put the candles on it but it said the same thing when she did it too. But so far the aging bar says she still likes 11 days before she ages up. So whatever cause it lets hope it never does it again.

Weird aging stuff in both your games.
Youth Potions or any other potions are permitted as long as they are bought with Aspiration points.
Hi @BlueR0se I've quoted the rules for your beginning household below.
I've always started my Rosebud saves with just a single young adult sim but I believe you can start with no more than two young adults in your household, which have no prior skill level gain.
The Sim(s):
Fresh household with Zero skills.
Life span on Normal.
No more than two per household. *Edit: More can be added later. See below.
Preferably Young Adult.
Can be your own or from the gallery.
Please give credit when using the creations of someone else.
Aspirations and traits are up to you.
Choose wisely as they will be fending for themselves for a while.

Won't spam too much about it (may make my own thread but idk) but her name is Magdalene McKinney and she's going through the gardening/fishing/frog collecting route for $$$. Gonna be a slow burn file but it's progress. She's currently at $3,000 in inventory right now. No house, just living on patch of land with a tent and shower curtain. She's dating Akira Kibo but since I don't really have a roof over her head, he isn't joining the household any time soon.
HOWEVER. Just today Magster ended up unexpectedly pregnant? Like I'm 99.99% sure I picked the regular Woohoo choices and I play strictly vanilla (but used the testingcheats to remove the money down to zero). I wasn't planning her to get knocked up at all so I'm very confused but I do love it for the extra challenge. Probably will gear the child towards painting/gardening.
Don't expect Magdalene to get remotely close to wealthy, but I'd like to get her a regular house and in return reward her with some decent clothes, by the time she kicks the bucket.
Sorry for the double post, but can't seem to find the edit button in the previous one, but do...tents count as sleeping arrangements for spouse-bring-along requirements?

* Love Magdalene
* The Edit button should be just above your post in the upper left corner. You will not see it until you hover over that area.
* A 'sleep spot' is something other than a bush or bench where a Sim can sleep. Since two Sims can share a tent it would be allowed.
* Housing hint: Four walls, a door and at least one window are all that is required. Even if that space is only big enough for a toilet/bathroom stuff.

That really IS odd... have not had that one in my game yet. It certainly does add a spark of reality to the game along with the extra challenge of raising a child on little funds.

I started this challenge about a week ago. I have not made a lot of progress. My sim now has a house, a roommate and am adopted daughter who is not a toddler. My main sim started out fishing and looking for frogs. I struggled quite a bit with her hygiene. (people don't seem to like when you visit their house and jump straight in the bath!) I bought her a bed and a bathtub and got her a job as a chef. Once her roommate (a writer) moved in, I changed my main sim's career to a doctor. I kept the house small, only buying the main things (shower, toilet, sink, 2 beds, stove, fridge, counters, computer). Now Cali (the main sim) has adopted a baby. It was a struggle paying the nanny AND the bills. The baby is a toddler now and the money situation is doing better. We are still FAR away from being millionaires, but it is a work in progress. This has been a lot of fun so far.

I saw there were more details but I couldn't find any of the specifics in the posts.
Interested in this challenge, tho! Seems like fun.

As you see above this challenge allows Sims to be added to the household.
There is a second version Rosebud 500K Solitaire by EuphorialQueen that has a lesser goal and requires it be met by one Sim.
