Visit modthesims and search for 'Modding Tools' or search Google for "ModTheSims modding tools"
You'll find third party utilities for creation, extraction, and editing of game packages, scripting, and customization of pre-packaged resources. You won't find much support however you can ask the Gurus and other modders for basic information within the "Modding and Custom Content" section of the forum.

Go to Sims4Studio. Download their package editor, and browse around the site. TONS (seriously) of tutorials on everything related to cc/mods. Best place in the world to learn how to do stuff like this!
Noob (that would be me) tip: choose Paint.net over GIMP for picture editing. Trust me. MUCH easier to work with, unless you just know GIMP already.
Then I've already told you all this(and more) about S4S, if you checked your PMs there.
Rather than asking the same question across multiple forums and threads (honestly I'm a little miffed to be feeling lumped in with "not helpful" types at best, and having what I told you earlier be blown off, you haven't taken my advice, even though it's the same as @rosemow 's and you asked the same thing again somewhere else, so yeah, I do feel dissed...), if you'd just go there to S4S and start looking around, you'd probably be well on your way to having a new piece of cc made already.
