You definitly need a laptop? You don't want a desktop? Just want to confirm that.
Are you in the US? I would recommend my ASUS ROG laptop with the 970 or 980 card with 2 hard drives. One is ssd. The sims 3 plays better on ssd
Add: If your only playing the sims 970 would be fine but if you are gaming something heavier like GTA V 980 would be best.
This is the GTX 970m and at a decent price

and top of the line would be GTX 980m ( I dont know if you can buy this cheaper)

The 860M card is also ideal for playing the game.. I have heard good things about that card and ts3.
However they will start selling more GTX 960M laptops and less of the 860M.

900 series cards are better than the 800 and OP said they have no limit. If they have no limit I would go for 970 or 980

actually my 770m can not handle all eps (pets) but can play everything else with store content and worlds etc. OP wants all eps op did not state if they were also intending on playing other games. The 970 is a lot more powerful than my 770. I wish I had the 970m and for my laptop with 2 hard drives one being larger ssd and the 970m for $1500. If I had no budget the asus rog laptop with the 970 would be in my cart at amazon clicking buy LOL we need the golden ticket
and since the new 900 series is better and newer than the 800 series, if I had no budget I would no doubt buy a 900 series card. I would not even be looking at 800 series.
I had a harder time playing this game then playing shadow of mordor or Dragon age inquisition.. so that speaks volumes.

770m probably could handle pets but I haven't installed it. My game started to get a little sluggish after I added Uni so I lowered a few settings. Its playing beautifully on the 960 desktop smooth no stutter. I did not want to add mods to my laptop but I probably will to the desktop.
Right now on my laptop gt more issues with the sims 4 than 3

something else for proper gaming laptop try for i7 not i5 and of course the higher the card the better but its up to you if you want to max out on both. i myself did when i bought my clevo a year ago. laptops are not as strong as desktops so getting the best you can afford does make a difference for performance smoothness and lifespan but many people game with mid range gaming laptops and are just fine.
