By the looks of this, they used a program like MMD "MikuMikuDance". Most videos made with that program are done like this (as well as Blender and whatnot) All they really did was get a TS4 model/skin and used it with the physics of one of the other MMD models they use (for the moving hair and breasts). The dancing was just an animation that you can use with any MMD-compatible model, like this:

I'm not a very talkative person but I thought I would share this with you guys, if you are looking for dancing animations for the sims 4 go to Umpa's blogs. He has made some dance animations for the stereo that are really amazing, I suggest you check them out. (ps. There is a twerking animation) :P
This was the first thread I found when I was looking for animations and I thought I would just post what I found on here, was that a bad idea or something? And I did find some animations....

In this video, we can see hair with physics. Isn't possible that models of Sims 4 were able to have them actually.
