They can get that now by placing an observatory on a community lot. I put one at one of the parks and had sims woohoo in it.
I'm a little more oldschool and I just plopped a bed down in the middle of the bar and had them WooHoo but nothing happened to make her all excited that 7 people just watched her XD
I added a "conventional" bed to the curved deck area behind the bar in Oasis Springs. I forget the name of it, but it's the one that they used a couple times in the Live Play videos just before the release.
