Most of the Good old cheats ARE BACK!! I copied this from the game directory Read.me so Yeah I take NO CREDIT for creating this list of cheats..
The Sims 4 Cheats
To enter cheats in the game, first open the command console by simultaneously pressing Ctrl-Shift-C. Press the enter button
or Escape to close the command console. Some of the cheats that can be used here are as follows:
help: Lists all the cheats currently available.
quit: Exits the game.
fullscreen: Toggles fullscreen
resetSim <full Sim name>: In the rare case that a Sim gets "stuck" in an interaction or somewhere around town or gets something
stuck to it, use this cheat. It may take a while for the Sim to appear because it is being entirely rebuilt.
Usage example: resetSim Mortimer Goth
fps [on|off]: Turns the frame rate display in the bottom left corner.
hideHeadlineEffects [on|off]: Hides all Sim overhead effects such as plumbob, thought balloons and speech balloons.
freerealestate {on/off}: All homes are temporarily free while the cheat is active. Enter cheat in the Neighborhood screen.
If purchased, beware of the Taxes in these lots.
kaching: Provides 1,000 Simoleons
rosebud: Provides 1,000 Simoleons
motherlode: Provides 50,000 Simoleons
|Death.toggle: Disables Death so that Sims don’t die.
testingcheats {true/false}: Enables the use of further hidden development cheats

I found some NEW cheats on Simscommunity.net
Shift Clicking on Sims -
”Reset Object” which will reset the sim.
”Add to Family” which adds the Sim to the current family.
”Cheat Motive > Make Happy” which sets all motives to full and set mood to Happy.
”Cheat Motive > Disable Motive Decay” which allows all motives to remain static. (I LOVE this, no need to shift click the mailbox)
”Cheat Motive > Enable Motive Decay” which allows all motives to change.
Shift Clicking on objects
”Reset Object”, which will reset the object.
Shift Clicking on dirtyable objects
”Make Dirty”, which will make the object dirty.
Shift Clicking on already dirty objects
”Make Clean”, which will make the object clean.
Shift Clicking on the mailbox
”Reset Object”, which will reset the object.
Shift Clicking on the ground
”Teleport Me Here”, which Teleports the selected Sim (make sure you selected the ground, not the carpet!)

I'm thinking all the ts3 cheats menus will be back, so yeah test out shift+clicking the mailbox..............

I used Nraas Master Cheat... There won't be another Nraas Cheat program for TS4 but yeah, I like using cheats in Open world sandbox games.. WHY NOT???

I can almost certainly think that there will be a FULL MENU of options, like FAMILY FUNDS.. But we'll see.. I will certainly be doing a Twitch LP Monday night!!
rosebud=kaching; both put 1000 Simoleons in your Sims' household account.
motherlode puts 50000 Simoleons; that's the big one.
