If they add not just toddlers but pre-teens ("tweeners"), and had lots of interactions and objects for both (including hair and clothing in CAS), it would be worth the wait.

Instead of a bathing/changing station they could bring back bathing toddlers in tubs, and toddlers can play in the toilet again and get in trouble in other ways.

They're not quite teens but not quite children, so they'd still be able to play with toys (like the dollhouse or giant stuffed animal) but would get embarrassed if anyone caught them. They'd start to have early romance options and "crushes" -- maybe they could flirt but pick-up line would wait till teens. Probably a lot more Awkward Moments and getting embarrassed. They'd get grouchy easier with their parents, and could add a "Complain about Parents" interaction with other pre-teens and with teens as well.

I think it would be well worth the wait. Since Sims 4 is all about emotions it seems like emotional and angsty preteens would fit in well.
