Well, when you first open the game it will ask you to pick a town. If you only have the base game (Sims 3) then there will only be one option. After that it asks if you want to make a new family, choose a premade family, or move a family in from the household catalog. I would suggest choosing a premade family since it's your first time.
Once you are playing a family, you just make sure their needs are good and then do what you want. If you click the options button (the "..." button) you can go to "lessons" and read the tutorials.
Do you mean that the Sims 3 is not working? If you are unsure how to play the game, AnglePlay300's advice is solid and will help you . There are forums for different languages. Maybe you'd have better luck on one of them? You can change your forum by drop-down menu next to the flag icon at the top of the page.
Possibly this is a young child asking the question, also I noticed on their profile that they only have Generations registered,and they joined on Jan 14th (today) so im surmising here, but maybe it was purchased as a christmas present not realising that that is an expansion only and not the full base game.
To Justron123, If you only have Generations that isnt going to work on its own, you have to have the main base game of Sims 3 installed first for Generations to work.

I feel bad for them too, but its really hard to decipher whats going on here. My first thought was young child or someone whose native language is not english.

Or maybe this is someones idea of a joke, to create a new account with an ep and then ask stupid questions. Very funny but a lot of us here genuinely want to help people, so it wastes time and eventually just causes bad feeling.
I do hope the poster is genuine, and i do hope we can eventully help them. Time will tell i guess.
