No interaction of 'read mind' and 'make a sim think about me'

Is it only happening to my vamp sim? I took out all mods and moved my sim into a new bridgeport but still no luck. I activated Slayer female vampire and she doesn't have that ability without any mods either. I unchecked supernatural Ep on launcher and tested again but no luck. Game patch version is 1.69, Windows. Also Mind Control interaction is not shown.
