Windsurfers and walls

Trying to build a surf shop but the windsurfers won't stay on the wall. Once I exit back to edit town and go back in the windsurfers are stacked & turned 90 degrees or disappeared completely. I know that they're obviously meant to hang on walls, considering wall mounts appear, so why are they falling, anyone know? It's driving me crazy!
