Sims can't complete active career tasks in Apartment buildings.

Ok, so the other day my sims who's a paranormal investigator was at the apartments pictured (in Evergreen Harbor), but was unable to complete her tasks because she couldn't get in the apartment or use the elevator to get back outside;
Yesterday my sims who's a doctor was sent there for an epidemic and had the same issue, she couldn't take the elevator to get outside of the building, where the sick sims where for some reason, and everything around the apartment building, as you can see, is blue.
My paranormal investigator sims also went to an apartment in San Myshuno, and there was no issue.
Has anyone else had this weird bug ?? Please make sure apartments work with active careers.
PS : I have no mods, just cc, and not even a lot of it.
