Flatten terrain issue

I just had one put one of my sims in a house that I've never played in Sulani. I went to place a clothesline and got a pop up that said that it must be on flat terrain. I figured okay no problem, I'll go into buy/build mode and just flatten the terrain a little bit. Or so I thought. The option to flatten the terrain is missing completely.
I searched in here first and the only things I was able to find was from a year ago.
Where did this feature go? I can't place much in his yard without it.

I tested it now. (Didn't take long)
No. You can't alter terrain on a water lot.
To get around this though for your clothesline, you could build a little platform in the area you want it.
