General sites TSR and ModtheSims are awesome, but I prefer browsing the creator's website (blog/tumblr/patreon). Creators usually have a theme they centralise their CC around (Fantasy, Historical, Cultural, Contemporary) and if I like one of their work, I'll probably like the rest because they fit my style/story.
What themes are you looking for? That should help with narrowing things down. In the meantime, I'll promote Natalie Auditore's Maxis match fantasy CC, and BalmainSims alpha sims clothing here.
I usually get mine from browsing random simblr blogs and checking out cc shopping sprees by sims youtubers. I can’t stand TSR. The ads make the website take so long to load, and it makes you wait a whopping 10 seconds to download if you don’t have premium.

Wherever Google takes me, I'm there. But mainly through Simsdom, which later leads to simsfileshare or some other common downloadable sim site.

My mods folder is about a hair below 2 gb and 3000 or so files. The mods folder gets "combed" for cc I don't use anymore to try and keep it under control, lol. Yeah, good luck with that!
In my house, dog hair sticks to everything but the dog.
At the moment the only CC I have is the hair recolours from WildlyMiniatureSandwich on Tumblr, mostly because I got sick of the CC hairs I was getting from all these different creators not matching one another. She's done recolours of almost all the packs from TS4 I believe, as well as eyebrows so everything matches and makes me very happy
I'm also going to grab the two felixandresims x harrie-cc stuff packs tonight: the kichen and bafroom packs, which are both build n buy packs only and look really good. They also have a third pack that's out on their patreon pages for early access right now, going to free public access on June 8 if you decide you like their stuff.
I think you'll have to search for the packs yourself, but they both make really nice maxis match-style CC so I recommend scrolling through if you've got the time.
Im pretty much a one trick pony and download from TSR. I am just now getting back into the game so I am learning about the sites still going on and checking some of them out. I like modthesims, but Im not sure what kind of mods would suit me or what all they have. Thank you for this post though. It gives me some new ideas to look for.

I usually find cc creators that I like on tumblr and then follow them, I've learned that pintrest is a good way to find cc too. If i'm looking for something specific i usually just google it and see where it leads me.

Yeah Pinterest is a great way to find things that you would never find normally due to the recommended under an item, it's super nice and I have found some of my favorite cc through the recommended.
