Festival Vendor Issue? *Solved*

Hi Guys!
Recently all of my festival lots in all of my saves (and any new ones that I start) are having an issue with the festival vendors. Nobody is ever assigned to become the festival vendor, and when I try to manually assign one with Register, the Nraas menu doesn't even show up. It does, however, show up on other objects, and on city hall/computers/etc.
I've done it in the past, so I'm not sure what could have changed. I haven't downloaded anything new, or (to my knowledge) changed any settings that I don't always change. I've tried clearing my cache files, replacing the festival lot, replacing just the food stall, resetting the town, allowing residents to be assigned.
If anybody has any other ideas, I'd love to hear them. Thank you!
Edit: I solved it by complete accident. Between clearing my download history on my computer and/or emptying my recycling bin, the option now shows up and works perfectly. Man, computers are weird.
