You can do this if you're creative enough. I have my sims sneak into peoples' homes and torch the floor beside the sims, so they can catch on fire and burn to death. If you set a fire right next to their bed, they'll wake up and step into the flames. The only downside is that you can't start a bunch of fires at once to kill en masse.

I wiped out so many households this way.

There's a mod for that if you don't mind mods.
