Have you tried the method of increasing the graphics of the sims to high? For some people it seems to work, like for Protect Credence on page 1. Can you share with us what graphics setting you had it on when you had the issue?
It is interesting that you mention that you have no mods or CC. It seems that many people are having different apparent reasons for this issue and I wonder what the source of the problem is.
For you I would advise you to read this: https://answers.ea.com/t5/Technical-Issues-PC/CC-RELATED-Random-Sims-are-shiny-and-have-Texture-Overlay/td-p/7955802/page/2 323Zrabbits mentioned that you are not the only one with a vanilla game that has this issue. Lots of people without cc or mods are having this issue. Other people below him make suggestions, but I can't guarantee their usefulness.

Actually, it is worth mentioning that you will see in the link above that EA is asking people with vanilla games that are experiencing this to send them a report of the error in the certain way. Actually I'll just quote him. Through the link above Simgurunick said, "If anyone is seeing this on a completely vanilla game, an empty Mods folder, can you please share your Config.log with me? That'll help us match your settings/hardware so we can reproduce this. A save file wouldn't hurt either! Thanks so much! https://answers.ea.com/t5/Bug-Reports/INFORMATION-How-to-Send-User-Files-to-The-Sims-4-Team/m-p/6065302 ".
