One thing that always stuck out to me about cc/mods is always read the newest comments. That may give you an indication that it's working or it needs to be fixed.
No. I have over 7,000 cc files in my game. Some of those files have multiple items in it, so the actual number of cc in my game is probably much higher. My game runs fine.
You'll only have problems if you don't pay attention to what you download. Never download a mod that's out of date and, before you patch your game, completely take your mods folder out (it's best to turn automatic updates off). And then, after a major patch, you'll need to update mods as needed. Non-game modifying cc, like hair and clothes, don't need to be updated, though. However, some files could be corrupted. In those cases, your game won't break. The cc-item will just have a bunch of ?s on it.
Just be mindful of what you download. I rarely ever download from a cc-creator that's inactive, for example.
Edit: And I've never encountered a problem that couldn't be solved by just taking the file out. Your game isn't going to completely blow up if you accidentally download something "game-breaking."
It never breaks the game it just can cause malfunctions if something conflicts with current coding. If you see something malfunction just turn off your CC and start up your game again to see if it's the game or your CC. If its your CC then you just keep deleting any CC in your house until you find which one is the issue. If you have huge files of CC like me I have to take sections out at a time straight from the file folder. It's really not a big scary deal.

It depends on the mods you get. There’s a lot you should keep an eye on when it comes to mod maintenance, such as keeping them updated, taking them out after every patch until they’re updated by the creator and then adding them back in, and overall reporting any issues you’re having. Maybe consider testing things on a test save; test saves are always good.
It won't break your gaming depending on the type of mod you use. If you use a mod that adds/changes stuff in your game (i.e. the More Columns In CAS, MC Command Center, or any other type of script mod) then there's a high chance that it will break when a new patch comes out. However, if you download stuff like CC hair, clothing, build/buy stuff, etc., then there is a low chance that it will break your game.
Just make sure to keep your mods folder organized and you'll be fine.
