I was trying to find shorts like the ones that female kpop idols wear under their short-shorts and dresses. But that meand I would need to find shorts as an accessory or find some sort of mod that allows me to layer clothing.

try looking on TSR under the accessory tights. It seems I've found them there in the past. Like sort of a snug fitting short like almost a bike short for fitting under other clothing.
