Food doesn't cost if you have ingredients

Is there a mod out there that I'm missing that allows you to not have a cost associated with cooking *if* you have all the necessary ingredients?
I know the cost is reduced when you have them already, and have the mod for not being able to cook at all without having the necessary ingredients, but would like for there to be no cost when you do have everything necessary. Or maybe one simoleon if abso necessary. It effects the stories i'm telling and how i'm playing if i constantly have to add back the $15 to make XYZ because the game just has to have your simoleons. Am I being derp and just missing something?
