Select which NPCs show up at a community and retail lots

Sometimes I want to put a piano in a restaurant and have an entertainer to play it, or a barrista and coffee place in a library, or a bar at an art gallery, etc. It would be awesome if we had a place to just tick boxes for which NPCs should be on the lot and they show up - and have some code to encourage visiting sims to pay attention to them and use whatever they're doing. This would be a step towards mixed use lots too - for example anywhere could have a functional cafe or bar now. You could do some random stuff too, like build a comunity garden with cafe and have a barrista and gardener show up.

I think this would make for more creative lot design, help save space (lots are limited) and make better use of those giant lots too.
