Latest Update Did NOT Fix Sims Weather Reactions!

The newest game update was supposed to fix our sims reactions to the weather. I read that only San Myshuno sims would now have the appropriate reactions to rain, snow and heat/cold.
WHY weren't ALL the other cities/towns included in this update?
I have sims living in Windenberg and when they paint outside... they stand in the rain as if nothing is happening.
WHY???
Why are updates/patches so incomplete time after time?
