why cant i place stairs in my basement

I'm not sure where you are trying to place them. But it may be because of the stairs. Do you have any lamp above that room?

Also does the house have a foundation?

Also, remove the rug or put it totally on the wall furthest from the stairs, in front of the door.

moved the rug and lamp still nothing and yes it does have a foundation

It means something is blocking the entrance to those stairs on that floor. You probably don't have enough space for sims to get in the stairs. Try leaving two blocks in front of the entrance to the stairs or three.

i dont get it ive tried making room for the stairs
but nothing works

Have you tried turning on the move objects cheat? Sometimes when something won't go where I want it, I turn that on to place it and then I can see why it wouldn't place before. Or sometimes it just works after using move objects and there doesn't seem to be a reason it wouldn't before. If you don't know how to use it:

1. Open the cheats box by pressing the shift, ctrl and c keys at the same time.
2. Type bb.moveobjects on in the box and press the enter key.
3. Choose the stairs you want to use and place them.

Maybe try removing the wall and placing the stairs than putting the wall back...I don't know why the game does this but sometimes when I go to place stairs I get told something is blocking the way even thought there's nothing and so I removed the walls once and it let me place the stairs and when I put the wall back the stairs stayed so somehow the wall was blocking my way...classic sims
