NPC Vets not working?

I've had my sim open a vet clinic and hired 2 other vets and a cleaner, all of which hardly do anything around the clinic. Their skills are not low. What's happening? It's making it impossible for my sim to succeed in her business. She's starting to lose money because these NPC vets either stand around, or on the rare occasion that they do examine a pet, they never complete the examination process correctly. So my sim can't even take a day off to rely on the NPC vets since theyre useless, she's got sims babies to feed!

I would love to get an answer to this as well. I've paid for training every time. I'm checking up on them and praising them which does seem to help. I have a fish tank in the waiting area and they seem to stare at it way more than the clients.
