I have a laptop with an Nvidia GeForce GTX 1060 in it. I tried to set up v-sync through the Nvidia Control Panel, but it's not working, and my game is displaying FPS rates of 200-300.
In the Nvidia Control Panel, v-sync is turned to on (no Adaptive option) for TS3.exe - my game is patched to 1.69.
I've tried uninstalling then reinstalling the video card drivers and that didn't work.
Can anyone help? I don't know what else to try

If the Control Panel is not going to lock things in to the refresh rate of your monitor, usually that's 60 Hz so 60 fps although some monitors can run higher, or if you require windowed mode, then we move on to a different tool called Nvidia Inspector.

The important ones are Vertical Sync > Force On (which may already be set that way because of the Control Panel) and Frame Rate Limiter above that in the same section set to 60 or whatever the refresh rate of your monitor is.
