From my own experience and asking in two forums I'm now convinced that asking for advice (aka triggering the parenting chance cards) is an autonomouy action. As a result a player who set their game to "no free will" will hardly ever experience them (only in the few seconds after a loading screen).
I think this unfairly punishes one playstyle.
Each child or teen in a given household should get the option to ask for advice player directed once per day. Additionally you could require them to be in a negative mood for the interaction to unlock.
