Toddlers can't be in clubs so in not sure how you would be able to it unless you go to the phone and select "invite to hang out at current lot" (it's a new option added in a recent patch) and then put them all into a group.
Basically add NPC toddlers into your game - befriend them - once befriended you can invite them to lots or Travel With to lots - so you can run Daycare from a home lot or a custom-built Daycare lot.
EDIT:
It is pretend Daycare - you don't get paid - but you can operate 24 hours per-day.
NPC toddlers will auto play with toys and you can skill them up and teach them as though they are your own toddlers.
