City Living- Can you add "Needs TLC" lot trait to lots?

...That about sums it up. I mean, I know you need the items for it (water pipes and... breaker, I think?) but I've found at least the water pipes in build mode and was wondering if there was a cheat or something (not a mod, I don't download non-Maxis things) that could add the trait? Or will the water pipes behave similarly if I add just them?

EDIT- Nevermind, they're not the same pipes in build mode that I found =P
