I wish it worked that way, but I suppose it's like real life. If you remodel a room, it's going to cost money whether you enlarge it or make it smaller.
Its a way to encourage microtransactions. After all its a mobile game and free to play.

Microtransactions in this game are mainly used to buy special things for decorating houses or by very impatient simmers to speed the game up a little. They are not used to build or change houses unless you are very impatient and don't care how much it will cost you. But reducing the size of a room is so cheap that I don't believe that even any of the most impatient simmers would use or need a microtransaction
